In today's day and age, knowing how to drive a motor vehicle is an essential skill set that one needs to master to swiftly travel around places. A learner's licence is a document issued by the Regional Transport Office (RTO) that acts as a provisional and restricted driving licence.
A person holding an effective DRIVING LICENCE issued by a valid licensing authority only is enabled to drive a motor vehicle in any public place. Such person is entitled to drive the vehicle belonging to the particular class of vehicle which is mentioned in his/her driving licence.
The waiting period for RTO's call to submit the documents may vary city to city. For learning license, you should pass computerized quiz based on common traffic rules and signs. You should need pass the driving test for permanent license. You can get permanent license in 15 to 30 days (again vary city to city).

As far as I know , you can apply from any city for DL. But you must have one ID proof and one local address proof. And you must know driving as driving test is conducted at RTO office. ... You apply in whichever state ,the licence is valid throughout India.

It is important to conduct a trademark search, so that one can know whether the same or similar name has been used or not by others. And the trademark should be conducted before incorporation of a company name. However, a comprehensive search does not guarantee registration of Trademark.
Yes, In case, one is found guilty for not carrying a Driving License then a challan amount or imprisonment or both can be compounded on the guilty.
One can either pay the penalty fees against the receipt or surrender the documents against the challans receipt and attend court when it is expected.
